Job Summary:
FedVet Construction is seeking an experienced Quality Control Manager (QCM) for an active VA construction project at the Southern Arizona VA Health Care System (SAVAHCS), located at 3601 S. 6th Street, Tucson, Arizona. The project involves interior renovation of an Interventional Radiology suite (Building 38, Room A-186), including selective demolition, light-gauge metal framing, rough and finish MEP, and medical equipment coordination in an actively operating VA medical facility. This is an ICRA Class IV project (highest infection control risk classification).
The QCM will serve as the primary on-site quality authority for this project, reporting directly to the Project Manager and Operations Manager. The QCM steps into an active project with an existing Government-approved Quality Control Plan aligned to UFGS 01 45 00 (August 2023, Change 3) and VA construction requirements.
We are actively recruiting locally in the Tucson/Southern Arizona area. Local candidates will not be required to relocate. This position is project-based with strong potential to transition to additional FedVet federal projects upon project completion, though future project locations cannot be guaranteed.
Key Responsibilities:
· Serve as the primary on-site quality authority for all construction activities; maintain physical presence on site at all times during active construction operations — no work may proceed without the QCM on site.
· Implement and manage the project-specific Quality Control Plan in full conformance with UFGS 01 45 00 (August 2023, Change 3) and VA construction quality requirements.
· Execute the Three-Phase Control System (Preparatory Phase, Initial Phase, Follow-Up Phase) for all Definable Features of Work (DFOWs); plan, conduct, and document all three phases prior to and during each DFOW.
· Prepare and submit Daily Quality Control Reports (QCRs) in the Government-required format; document all inspections, tests, non-conformances, and corrective actions completed each day.
· Manage the project submittal register; review, log, track, and coordinate Government approval of all submittals including shop drawings, product data, samples, and operations and maintenance data.
· Identify, document, track, and close out all deficiencies and rework items on the project Deficiency/Rework Items List; verify corrective action prior to closeout.
· Ensure all required testing and special inspections are performed by approved testing laboratories and special inspectors; witness and document testing as required by the QC Plan.
· Conduct and document weekly Quality Control Meetings with the project team including the Superintendent, SSHO, subcontractors, and applicable Government representatives.
· Coordinate with the Government Quality Assurance (QA) representative (COR) as the primary QC point of contact; facilitate QA access, inspections, and resolution of QA-identified findings.
· Maintain current as-built drawings throughout the construction process; coordinate with the Superintendent and subcontractors to capture field changes in real time.
· Provide QC certifications as required at project milestones, phased turnover, and final acceptance.
· Review Activity Hazard Analyses (AHAs) for constructability and quality-related requirements prior to DFOW execution, in coordination with the SSHO.
· Manage ICRA Class IV documentation and quality compliance requirements, including barrier integrity documentation, negative air pressure verification logs, and coordination with VA Infection Control.
· Complete and upload QC Reports, inspection records, deficiency logs, photos, and submittals using Procore and/or other Government-required construction management systems.
· Attend and participate in partnering meetings, progress reviews, and other Government-required meetings as the quality representative for FedVet Construction.
Required Qualifications:
· USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certification — current and valid (required; must be current at time of award and maintained throughout the project duration).
· Minimum of 5 years of experience as a Quality Control Manager on federal construction projects, with demonstrated experience working on VA, NAVFAC, or USACE contracts under UFGS 01 45 00.
· Trade background and technical knowledge commensurate with project scope: interior commercial or institutional renovation including selective demolition, light-gauge metal framing, rough and finish MEP, and finish work in occupied or semi-occupied healthcare or institutional facilities.
· Demonstrated experience executing the Three-Phase Control System (Preparatory, Initial, Follow-Up) for all DFOWs on federal construction projects.
· In-depth knowledge of UFGS 01 45 00 (Quality Control), federal submittal management requirements, and Government QC reporting requirements.
· Experience managing Government-approved Quality Control Plans, submittal registers, and Deficiency/Rework tracking systems on active federal projects.
· Proficiency with Procore or equivalent construction management platform for QC reports, submittals, RFIs, and documentation.
· Proficiency in Microsoft 365 (Word, Excel, Outlook, Teams).
· Valid Arizona driver’s license with a clean driving record.
· Ability to pass VA background check and obtain VA facility access credentials (background investigation, TB screening, VA Personal Identity Verification badge) prior to commencement of work.
· Strong written communication skills with the ability to produce clear, accurate, and complete daily QC reports, inspection records, and formal correspondence.
· Physical ability to perform site inspections including climbing ladders, working in above-ceiling spaces, and sustained standing and walking on an active construction site.
Preferred Qualifications:
· Prior experience on VA hospital or VA healthcare facility construction projects.
· Familiarity with USACE RMS (Resident Management System) or NAVFAC eCMS for QC plan management and reporting.
· Experience on projects involving medical equipment coordination, abatement (ACM/lead), or special inspections in healthcare or mission-critical facility environments.
· Familiarity with FAR 52.246-12 (Inspection of Construction) and contract quality requirements in federal construction.
· Previous SAVAHCS, Davis-Monthan AFB, or other Southern Arizona federal facility experience.
· OSHA 30-Hour Construction certification.
· Additional quality certifications relevant to federal construction (CQE, CCM, or similar).
